的 联邦收购 community supports some of government’s most critical priorities—from advancing racial equity 和 modernizing our infrastructure to addressing climate change. 实现这些优先事项, federal leaders 和 agencies need to develop new ways for government to procure—or buy 和 acquire—the goods 和 services it needs.

联邦创新委员会—a group of current federal innovation leaders created by the 澳门网赌正规网址平台伙伴关系 to forge a more innovative culture across government—has outlined four ways that agency leadership 和 the Biden administration can support this goal. 建立在联邦采购新技术的基础上, these strategies encourage acquisition leaders to take smart risks 和 balance compliance with experimentation to help government fulfill its mission more effectively.

联邦采购社区有许多工具来支持任务交付, from the acquisition authorities 和 flexibilities within the Federal Acquisition Regulation to specialized authorities such as the 其他事务管理局 或者是 奖励与挑战权威.

然而, federal 采购 remains process-focused 和 its culture does not yet fully support optional use of these authorities to rapidly acquire needed goods 和 services.

的 complexity of the federal 采购 system leads to risk-adverse contracting officers 和 acquisition teams. 来自监督团体的审查, a fear of bid protests—a challenge to the terms of solicitation 或者是 award of a federal contract—和 red tape prevent acquisition professionals from efficiently executing the 采购 process 和 shifts their focus away from effective service delivery.

不过, a more innovative culture in federal 采购 has begun to emerge—one that encourages a mission-first mindset 和 empowers acquisition professionals to use new approaches that drive improved results.

其他部门,比如国土安全部 采购创新实验室 do the same by providing coaching resources that support 联邦收购 professionals as they experiment with new ways to improve 采购 processes. 行业政府资源等 收购创新周期表 also ensure that learning is shared across 和 between the public 和 private sectors.

It is time to build on these efforts to create a more robust 和 permanent 采购 innovation ecosystem across the federal government.

Priority Agenda that outlines several ways that agency leadership 和 the new administration can support the 联邦收购 community.

的 oversight 和 scrutiny of federal 采购 has increased as acquisition professionals have been required to work faster to deliver results in a constantly changing federal environment. It is critical for leaders across government to clearly communicate to the oversight community 和 the public why agile, adaptive 和 innovative 采购 processes—grounded in integrity 和 ethics—are important.
  • 允许 采购 professionals to test innovative approaches before enacting new legislative or statutory regulations. Testing new innovations before embarking on a long 和 complex rule-making or legislative process will permit the 联邦收购 community to learn what works best—和 what does not—for both government 和 industry partners. This nimble strategy will permit 采购 officials to experiment with 和 improve their acquisition processes before any regulatory changes are formalized, 通过学习减少繁文缛节,提高成果.
在宏观层面上, collaboration across agencies 和 functional areas helps government better underst和 the cumulative impact of new regulations, 政策, 澳门顶级网赌网址大全联邦采购的行政命令和法律. 在微观层面上, collaboration across an agency’s acquisition team 和 with industry partners enables government to more effectively plan, source, 采购奖励和管理.
Various cross-agency initiatives focus on leveraging emerging technology to modernize 采购 processes 和 systems. Federal leaders should work to institutionalize these efforts through formal funding 和 executive-level support. Working with more modern acquisition systems would enable acquisition professionals to focus on higher-value work that improves mission outcomes 和 fulfills important socioeconomic objectives of the federal 采购 system, 比如增加国内采购和提高联邦承包的权益.

Priority Agenda offers several critical steps to achieve that goal.
